Overview
There are two main types of dual enrollment:
- Academic dual enrollment with a post-secondary college or university and
- Career and Technical Education (CTE) dual enrollment with a post-secondary technical college
The process for entering schedules and grades for these courses is similar to that of traditional K-12 courses, but there are some specific differences that data entry staff should be aware of. This article highlights those key differences.
Note: For FASTER, Focus automatically transforms courses that start with a letter and have an 8th character of "C" to move the C to the fourth character. For example, PHY1050C would be converted for FASTER as PHYC050. It is important that districts NOT use "C" as an 8th character when setting up dual enrollment courses unless they are in fact a combined lecture/lab course as noted below.
Academic & CTE Dual Enrollment Staff
Dual Enrollment Staff must be entered into Focus and assigned the following information, each staff must be unique in Focus, we do not recommend using generic staff.
- First Name & Last Name
- Florida Educators Certificate Number – may be different for each instructional staff if they have a certification.
- Social Security Number - first two characters should be CS then followed by a unique number for each staff member. For example: "CS12345678". This number must be unique for each staff.
- Staff Local ID - Make a number up. You might use LIVELYXXXX where XXXX is the four digit staff number focus assigns at the top left of the staff name, the number just needs to be 10 characters long.
Academic Dual Enrollment
In Focus you must enter academic dual enrollment courses and schedule students into those courses if they are eligible for FTE funding. A student shall not be claimed for funding under this procedure when the student is enrolled in an ineligible private college or university. Home education students may be reported for funding, assuming they meet the qualifications to be reported and are not otherwise funded through a separate Workforce Education Program. The FTE reported for academic dual enrollment is credited for funding to the school of enrollment.
The first time you use a new dual enrollment course it will need to be added to the course catalog under Scheduling > Course Catalog. This is managed by MIS staff. If you try to add a course to your master schedule and the course number is not available, reach out to your MIS staff to have them add it to the district catalog. Schedule Setup
Below is an example section setup with key Academic Dual enrollment data elements highlighted.
Class Weekly Minutes
For Dual enrollment the FTE General Instructions states:
the value of FTE Reported, Course must be calculated as the amount necessary to earn the FTE and the funding for an equivalent course if it were taught in the school district.
For this reason, it is up to each district to determine how many minutes to assign to Dual Enrollment courses. The guidance below reflects how some districts make this determination, but it should not be interpreted as a requirement.
Districts should consider whether the course is taught on the district campus or at the college. Courses taught on the district campus may use the actual scheduled class times to determine weekly minutes.
For courses taught at the college, typically, a full-time student taking college courses enrolls in 12 credit hours (4 courses). If your school day is 1,500 minutes, each course would equate to approximately 375 class minutes per week, totaling 1,500 minutes. If your school day is longer than 1,500 minutes you could adjust proportionally for reporting purposes.
Lab Courses (FEFP & Credits)
Dual enrollment laboratory courses funded through the corresponding lecture courses should be coded with the 999 FEFP Number on section in the Florida tab.
For lab courses, Bright Futures doesn't count credit for labs. To avoid having this issue, districts typically add the credit for the lab to the grade of the lecture course. To do this in the Course Catalog, you would mark the lab course as 0 credits and the lecture course would include all of the credits.
Cert/Licensure/Qual Status
Most dual enrollment classes are coded N for Cert/Licensure/Qual Status.
FISH Room Number
If the dual enrollment class is happening on your school campus you would use the appropriate Room/FISH number for that room. Even if it is not a room in your district you still have to associate a FISH number to it for reporting purposes. In this case you can use anytime you like so long as Facility Suffix - Position 6 is the letter O, this is what you use for a Facility which is not legally owned by the district or is not legally leased by the district long-term. Below is an example from Setup > Rooms using all 0s for the 21 characters of the FISH number except position 6 as O.
Once this FISH is setup you would use this short name on the room field in section on your master schedule.
Dual Enrollment Indicator
In Focus on the Course Catalog, Section or Schedule you must mark the Dual Enrollment Indicator. If the students in the class may have different Dual Enrollment Indicators you should mark them on the Schedule. If all students share the same Dual Enrollment Indicator you can mark it on the Section or the Course Catalog.
For academic dual enrollment, you would use code "A - Academic dual enrollment" for students who are part-time dual enrollment or code "E - Early admission student" for students enrolled fulltime at a postsecondary institution.
School Number
To find the the school of instruction reporting number, refer to Appendix F: Florida Public College and State University Reporting Numbers or Appendix K: Private Postsecondary Institution Reporting Numbers in the appropriate year's FLDOE Database Handbook.
Grades & Bonus FTE
Before you can enter a dual enrollment grade, you must make sure the classes are entered in the master schedule and the student is scheduled into the class in Focus.
To enter the grade, we recommend using the Post Final Grades Option under Users > Teacher Programs. This will allow you to simulate posting grades for those teachers and automatically mark the appropriate district and school of instruction on the grade and link it to the student schedule.
Student schedules marked with a Dual Enrollment Indicator of "A" will earn .08 FTE for each general education course grade of an A.
Student schedules marked with a Dual Enrollment Indicator of "E" for Early Admission students will earn .16 FTE for each general education course grade of an A.
FL Rule 6A-14.0303 (https://www.flrules.org/gateway/ruleNo.asp?id=6A-14.0303) lists Dual Enrollment general education core courses which qualify for bonus FTE for students who earn an A in the course. However, this also states courses that have a general education core course as an immediate prerequisite shall be considered for bonus FTE. Focus pre-populates the list of the general education courses, but since each college gets to define what the courses which have a GE Core as a prerequisites are, the MIS office must collect that information from the college and enter those additional courses in the Florida Reports > EOY Test Crosswalk Setup on the tab on the left Dual Enrollment (Core Courses). Also, for dual enrollment the term of the class must have a full terms completion. For example, Full Year course must have two semester grades or a full year grade. The course grade must also match on the school of instruction on the schedule. The district of instruction on the grade must be 99. If you use post final grades to enter the DE grades this will happen automatically.
MIS will run a process prior to Survey 5 to populate the Dual Enrollment bonus FTE on the Graduation screen in Focus.
Data Verification
Under Florida Reports > Bonus FTE Student Detail Focus provides a report that you can use to help verify your dual enrollment data has been entered correctly. The report shows the current dual enrollment schedules, an indicator "Core Course" which tells you if this course qualifies for bonus FTE, and an indicator if the student has earned an A in the course, and an indicator that shows if the bonus FTE has been assigned for the course.
CTE Dual Enrollment
Career dual enrollment for students in grades 9 through 12 is funded through the FEFP and such FTE is reported in Basic FEFP Program Numbers 103 or 113 (102 or 112 if student is taking dual enrollment while in grades 6-8).
Career dual enrollment is only applicable to course numbers that start with an alpha character, the Course Number must not be all numeric.

Postsecondary CTE
At a Technical Center Located in another School District
- District of Instruction is your district (not the district of the tech college)
- School of Instruction is that of the secondary school (your school not the tech college)
- The Dual Enrollment Indicator must be “C.”
- Note: you will receive a 5F validation on teacher course for these records. Treat this validation edit as is done with exception edits found to be reported accurately. That is, make note of its accuracy and ignore it as an error.
At a Technical Center Located in the Same School District
Students are enrolled in and receive instruction at a secondary school and also receive postsecondary career instruction at a technical center operated by the same school district.
- District of Instruction is the district the tech college is in.
- School of Instruction is that of the tech college.
- The Dual Enrollment Indicator must be “C.”
At the Student’s High School by a District Technical Center in the Same District
Students are enrolled in and receive instruction from a secondary school and also receive postsecondary career instruction at the student’s high school campus operated by the school district.
- School of Instruction is that of the tech college.
- The Dual Enrollment Indicator must be “C.”
Note: The Dual Enrollment Indicator should only be used for courses that are not all numeric. All numeric courses are considered K12 course numbers and not Postsecondary CTE.
At the Student’s High School by a District Technical Center Located in another School District
- District of Instruction is your district (not the district of the tech college)
- School of Instruction is that of the secondary school (your school not the tech college)
- The Dual Enrollment Indicator must be “C.”
Grades & Bonus FTE
Before you can enter a CTE dual enrollment grade, you must make sure the classes are entered in the master schedule and the student is scheduled into the class in Focus.

Student schedules marked with a Dual Enrollment Indicator of "B" or "C" which have a Program Number listed on the CAPE Industry Certification Funding List will earn .08 FTE for each course grade of an A.
MIS will run a process prior to Survey 5 to populate the Dual Enrollment bonus FTE on the Graduation screen in Focus.
